The Real Problem Isn't Annual Employee Reviews - It's Simply Management If managers aren't selected and trained properly, or don't set clear job objectives and provide regular feedback, then yes, the annual review will be a problem. But is the problem really the message (the review itself) or the messenger (the manager)? I'd say the latter.
